The mission of the OLCC is to promote the public interest through the responsible sale and service of alcoholic beverages.

OLCC’s Public Safety Services Program staff work hard to balance community and licensee concerns in partnership with diverse groups such as local governments, law enforcement, and neighborhood associations to provide quality service to all Oregonians while promoting responsible alcohol sales and service.

The OLCC Enforcement Division’s purpose is to promote public safety through several key strategies including education, training and enforcement. Teams of regulatory inspectors working at each of the OLCC’s offices handle enforcement for the entire state.

The Licensing Division oversees the issuance and renewal of more than 14,000 liquor licenses, 5,000 temporary special event licenses, and 130,000 alcohol service permits per year. There are approximately 45 license investigators, technical, and administrative staff in five regional offices (Portland, Salem, Eugene, Medford, Bend).

Oregon’s mandatory server education program was initiated by the hospitality industry to promote responsible alcohol consumption through responsible alcohol service.

Alcohol server education courses are taught by private instructors, and as of April 2008, also by online class providers who are certified by the OLCC. Course curriculum includes instruction in Oregon’s alcohol laws and responsible service strategies. Completion of the Alcohol Server Education program is required for an individual to receive a service permit.
